idp-war-3.4.4.war in Maven Repo is bad

I'm no expert on our mvn packaging but it looks as though idp-war is what is needed to run the IdP.  These extra packages get added
during the build of the distribution (which puts together the distributed bits)

What are you trying to achieve? There may be a better way to get it done.
