There is no independently maintained memcache library for Windows, just orphaned code. I don't use memcache, so signing up to maintain such a library is not really reasonable for the project. ODBC does work reasonably well on Windows with some databases (it's a dumpster fire on Linux) and the client-side support added in 3.x also obviates most real need.
