Which of the conf file affect the behavior of Shibboleth when using Testbed?

Hi,All.

I built the testbed project by referring to the following URL.

https://wiki.shibboleth.net/confluence/display/IDP30/Testing

I guess that if testbed project has same conf file, for example
relying-party.xml, under both idp-conf/src/main/resources/conf and
idp-conf/src/test/resources/conf, the
latter(idp-conf/src/test/resources/conf/relying-party.xml) affects the
behavior of Shibboleth.

Is that correct behavior?
