Just to correct myself, I think 1.8.0_161 did not *enable* the
unlimited policy by default.  It includes the unlimited policy files,
but I believe you have to specifically enable 'unlimited' in
java.security.   Newer releases however started enabling it by default
as well.  I don't have the exact version where that started handy.   I
know that 181 enabled it by default, perhaps slightly older.
