You are, you just don't realize it because you haven't tried to make it work in an RPM.

None of this is required anyway, if you want to change the name of the file on a server, you are completely free to do that as documented. The package can't without breaking upgrades. Changing the full software install location is hard, but just altering the default config name is easy and should work as it has before.

Not sure what you mean, that's not anything the IdP does.
