I've updated the versioning page to call out this distinction, and there was an error on that page, it referred to minor versions as guaranteeing runtime compatibility of plugins (which is not, and has never been, true). That was simply a misstatement, but a very big one.

No, because it's API-compatible. What you're assuming is ABI-compatible and we don't guarantee that, plugins have to recompiled for any minor version. That's always been the case.
