That's doable for SAML V1.1 Type 0x0001 Artifacts and SAML V2.0 Type
0x0004 Artifacts but not SAML V1.1 Type 0x0002 Artifacts. I claim the
latter is not possible without a major overhaul of the MDQ spec (which
no one is willing to embrace).
