Okay.

And you don't care / do care about running 'start.jar --create-files'
during building-the-Windows-Installer (IdP.bat in src/main/wix) ? I
assume that's okay minus Scott's comments. I don't think it will be
the route we end up taking, but like I said I'm educating-myself.
