Shibboleth OIDC extension

Hello, 

We had in the spring couple of short (not too short) bursts of development with the OIDC extension. It is not much yet but I believe enough for anyone interested to see if it is going to right direction.

We are heading to our summer vacations (actually Henri is already) but we will surely notice if anyone comments to this. I hope we can continue this work based on your comments in August.
