Some notes while I remember :

+ changes to build.xml need to wait for 3.4 (as new features)
+ but we want to test IdP 3.3 ...
+ so provide build-with-testbed.xml which imports build.xml
+ add a conditional target which copies files from a properterized
directory to idp.home
+ properterize the overriden target (i.e. either "all-input"
(prepopulate) or "build-war" (postpopulate))
+ figure it out and propose mainlining for 3.4
