Well, we pretty much resolved in JSPT-48 and JSPT-66 that HC is a little
misleading wrt what its effective timeout defaults actually are
(infinite), so now we explicitly set defaults in our builder.  So when
we're talking about "defaults" we really do mean "ours", since we always
build with out builder.
