Items for Friday

I have just popped a couple of short (I hope) items on the agenda for Friday.   

One is to get closure on the long running <Dependency> issue, heavily discussed elsewhere.

The other is probably aimed at Brent and Ian and (I'm sorry because) it reopens the can of worms that is HttpClient and timeouts - I
was doing some refactoring and I realized in IDP-1115 that we are inconsistent in our settings and we don't have a centralized
defaults for this stuff.

I know we have discussed this to death (since before V3 it seems), and I know Brent and Ian have spent quite some time doing
research but I am struggling to find the result.  I'm hoping that someone can point me at it and I can close off IDP-1115 and remove
the agenda item, otherwise we need to bottom this out and then I can close off IDP-1115
