I didn't look at the class, but I was assuming that the actual class as it stands just attaches a lang to each value, so either the current or a new Encoder type would just propagate that to an xml:lang.

Since nothing's creating this type yet, I don't know what the AttributeDefinition might look like, but obviously a script can create them, plus you could probably do something weird with LDAP language options. Hand wave, hand wave.
