Yes, it probably shouldn't have been used in SAML but nobody, myself included, understood all the ins and outs of the compression formats and what the RFCs actually were saying, so we ended up with the bare encoding and none of the headers, which was appropriate in the abstract since there's no file involved but made it painful to get libraries to produce unless you were careful.
