XMLDSIG and XMLDSIG11

Mostly for Scott and Brent,

Is the place to work out how to construct <ds:>  and <ds11:> files the two specs [1][2]

Or do we have some test files kicking around I can borrow;  I need to have build (at least inline 9in XML) DSA and EC KeyInfo
statements to test that I didn't screw up the OpenSSL1.1 conversion, so I probably want a file a KeyInfo and also pem files with the
same information in them. If we have test files like that (like we do for RSA), so much the better otherwise I need to hand craft
them...

(I know I'm going to regret cracking open EC...)
