IdP instrumentation / metrics

I've started a page [1] in response to a request from TIER to look at the kinds of information currently available in the IdP logs and status page. I've started a table there to use to collect requirements from the community, mainly thinking about federations looking to implement up-reporting by members, but certainly individual deployers too.

At this point we're just brainstorming, so anything is welcome.

Most of this is probably post-3.3 work, but the requirements will help make some decisions about libraries we might incorporate in 3.3 to get some experience.
