FYI idp-conf-tier

On the TIER call yesterday I/we agreed to help with some IdP TIER
configs, my thought at this point is to create a java-idp-conf-tier
Git repository hosted on our gitolite instance, with branches for
whatever configuration flavors are desired. I think I'll create a
publicly viewable personal repository to get started and see how it
goes.

My reason for doing so is that's how I run tests.
