I think the cause of this is a change to the InCommon metadata related to the "second" identity ProtectNetwork has in the federations worldwide. The non-InCommon-issued entityID that PN uses disappeared from the InCommon + eduGAIN feed.

PN never unified its global identity behind a single issuer value.

Not sure if this is InCommon filtering something or eduGAIN's feed changing.
