No, it's non-obvious unless you look at all the other flows and where the transition rules are. <evaluate> doesn't create a transition itself, but the subtle thing is that you don't produce a subflow result with <evaluate>, but with an <end-state>. The result of a subflow is the ID of the <end-state> that terminates the subflow.
