.gitignores in the cpp-* trees

[Mostly] Scott,

As I add the VC10 and VC14 directories I'm tripping over these being smeared
across the tree quite a bit.  Judging from what you have been doing in
log4shib you want to get to a situation of having as much as possible in the
top level.  Am I correct in assuming this?  

In case like samltest where in that directory or below we want to ignore
.cpp files would you add a .gitignore there or just add samltest\**\*.cpp to
the top level one?
