SP Startup takes 20+ minutes

How much RAM is available?

Lots of SPs do that, it's not fun, but it doesn't take 20 minutes.

None. If the system is short of memory, you can fix that, but that code is not going to get any better. It's not mine, and I wouldn't know how to fix it. It would take a total rewrite in any case.
