Rototilling the Attribute defintion/filter/encode subsystems

There has been an interesting case bubbling along for the last couple of
months about this (IDP-926).  It actually started with innocent sounding
request but once we started looking at the problem we came to the conclusion
that we couldn't continue to 1+ the system and we needed to consider a more
dramatic solution.

We discussed this last month and I took an AI to capture the notes from the

I hoped that as I wrote it I would gain some insight as to an achievable
end-point, but I just ended up back at the fundamental questions that the
case started from, the problem

So I'd welcome any feedback on this note, either here, or in the wiki.  I
suspect that this will be back onto the agenda for the next meeting in three
week's time.
