I already factored out the ExtractFields actions into a base bean to try and start cleaning up those problems, so we might want to do that here also. I think I put it in global-system IIRC, but we might want to just create an additional file for action bean templates.

Anyway, it's definitely something we should look at since there's increasingly duplication. Actual flow inheritance is trickier, but since the action templates are mostly just abstracts, they don't really contaminate the root context or add overhead anyway.
