Yes, but that is not unexpected to me.

Me neither, knowing how the system works, but if I were an uninitiated user who had just deliberately blocked the release of a piece of data only to have it show up on the next page, that would jump out at me instantly.

I agree that this should be reconciled.  I have no preferences for a fix since almost anything I can think of is going to be ugly.
