Multi-homing SPs basically. We have a web hosting environment with 100+ entities all sharing the key. It's the only way to drive policy without having to needless complicate the whole deployment. Lots of scenarios look like that.

In non-SAML worlds, people just overload locations to identify systems. When you split those apart, you need separate entityIDs for things other protocols would simply use the URL to trigger on.
