Weeks behind the thread, but IIRC the SimpleSamlPHP-related DS (DiscoPower?) can fairly easily put different IdPs on different tabs based on criteria. That’s another possible approach to segregating the IdPs.

The tags are already there (tagsInFeed option, which seems to be undocumented, I'll have to track back and figure out when I added it). The EDS UI though is very text-based, deliberately. I guess if we did something like gray them out or something similarly low-tech...
I think a low-tech approach is preferred (but again, I am not a UI or accessibility expert).
