I'd tend to disagree[*].  I have pretty much never seen any software
engineering tool have the ability to do anything than assist in making these
calls.  Subjectivity is only bad when it's in the hands of the less than
competent.    We can choose to deploy tools, no objection from me; but I'd
not rely on them and certainly not in some formalized mechanism.

[*] Actually I feel rather more strongly than tend.  But I've not had enough
coffee yet to launch into a rant:-)
