More upcoming build churn

Once Jenkins stabilizes and we’re deploying artifacts again, I plan on bumping the Spring Framework version in the parent-v3 POM. Following that, I'll bump Jetty 9.2.x to the latest if it’s not already (and not 9.3), and I’d like to bump as many Maven plugin versions as I can as well, not wanting to get behind on those.

P.S. The *-nightly Jenkins jobs deploy Maven artifacts to our Nexus repository, so unless a developer has checked out ‘all' projects in Eclipse and has been updating them, there may be more churn once those artifacts are deployed.
