The release notes format is still evolving, if anybody has suggestions, that's fine. If you'd prefer separate pages for the minor versions that's fine too, but since people update from different versions at different times, this seemed easier.

There is a lot of documentation backlog (e.g. logout, intercepts, consent), and I'm probably going to propose we back off the feature cycle in favor of catching up at least a little.

Developers, I've tried to capture beans/properties added by others over the last year but please review work and if I missed anything, add them to the release notes.
