Build pre-release win installer

Tom,

Build, smoke tested and copying to the obvious place in my home dir on
www.shibboleth.net.

NOTES:
 - not signed.
 - I have given this a subsubversion of 1.  When we build the next installer
(which I hope will be the real one) it will get a different subsubversion,
allow the new kit to be overinstalled.

> Following up on-list : I suggest you go ahead and build a Windows
installer, if
