Make Jenkins v3-nightly jobs like v2-nightly ?

I'd be OK with this. Things are a bit complicated just now.

I think this is a good outcome. It means we're failing early rather than having a big rush when a release is about to come out. It pretty much implies, though, that anyone changing the main places dependency versions are changed (parent POMs) needs to do the artifact upload as part of that change.
