I don't think that there is a correct solution here.  Given that this is a
minimal fix with no Java code changes I thought to minimise it.  

The only down side of doing it this way is some minor bloat when I push the
distro of Jetty and procrun to the repo as part of the 3.1.1.2 tag.
The down side of doing it as I suggested is that if we do need to do a 3.1.2
then I have to merge the wix changes.
