Normally you eliminate downtime by running both servers, changing the metadata, waiting for all the SPs to switch to the new server, and then shutting down the old one. It isn't done by putting both endpoints in the metadata, nor by running a single IdP at two endpoints (though you might do the latter if the goal is to change the path used by the SPs but not change servers).
I'm still not following how any of this impacts the IdP's feature set.
