Ready to start releasing IdP 3.1.0 tomorrow ?

I'd like to start the IdP 3.1.0 release process tomorrow (~24 hours
from now), are we are ready ?

Committers, please feel free to respond with a +1, but the primary
purpose of this note is to poll for objections. I want to make sure no
one is still working on something that needs to be in 3.1.0 or its
dependencies.

I'll probably follow up later today with more release co-ordination.
