Not exactly, but it was wrong back before we were expecting the next 
release to be 3.1. If in fact it was wrong then. If it was pointing to 7 
until I made that change, then no, it was fine. I don't remember unlocking 
the parent just then, but I might have.

But technically we don't necessarily assume we're changing the parent POM 
just because we're bumping the minor version. We probably are, most of the 
time, but it doesn't necessarily follow.
