The attribute resolution *does* run either way because it may be necessary to do that to populate the subject of an assertion even if the rest aren't being included.

Just to clarify, does this mean that the subject of an assertion is not included in consent dialogues in any case, or is this more about transientId generation?  I assume it’s the latter, but I’d like to be sure.
