Add jetty-distribution as dependency to non-test project ?

Mostly Rod, Scott,

Should a non-test project such as idp-installer depend on jetty-distribution ?

We talked on the dev call Friday about bumping Jetty, so I set about
running the script to do so. But, the only project which depends on
jetty-distribution right now is java-idp-integration-tests, which
would upload some test dependencies that I don't really care to.

Just wondering if we want to more formally depend on jetty-distribution.
