Reconsider moving jetty-base out of idp-distribution ?

I'm not sure it even belongs in the IdP parent. Are we depending on it anywhere outside of the testbed and integration tests? I didn't see it in any obvious spots (idp-conf, idp-installer, idp-distribution).
