I'm not arguing for retaining the file. That's why I said:

My point during the discussion was that anything which is just a list of issues is unhelpful, whether it's in a file, Jira, or anywhere else. What's needed is narrative, in the form of a description of significant changes *plus* their reasons and implications. Plus, yes, some way to get a list of changes.

I'd say yes, although we'll need to find somewhere to put the ones which don't come up to the "product" level themselves.
