Add voting to release process

I'd go with a non-optimal space key over cloning. The little
experience I have with copied Confluence spaces was that over time it
was realized that links or whatever broke and it was impossible to
revert post-cloning, so the result was a partially usable clone. But,
again, I've never cloned a space like ours so I may be quite wrong.
