EDS 1.1.0

I believe that EDS 1.1 is now code complete (subject to one case pending
code review by Scott).

As discussed yesterday it would be good to get this installed on the
Shibboleth EDS to make sure that (in particular) none of the CSS changes are
wrong (in particular I'm concerned that EDS-40 may have some unwanted
side-effects).

This would also be a useful opportunity to get some test coverage from
screen readers and other visually-impaired tools, if there are people out
there who have the capabilities to do such testing.  I believe that the EDS
does render in screen readers, but it would be useful to have this confirmed
or otherwise.  Equally I suspect that there may be some 'low hanging fruit':
small low impact changes that might make a dramatic difference for V.I.
users.

All things being equal I would look to be tagging and building the release
in two weeks' time.
