Timers should be daemon threads, right ?

Tom asked me to do this.  IDP-625, now fixed.

Brent, I was mildly surprised to see a couple of Timers in OpenSAML.  Can
you just check that this was the correct fix here given OpenSAML's ability
to be used by things other than the IdP.
