Summing up the versioning discussion

I'm not getting it, apologies. Regarding third party dependencies, I
thought the "policy" was :

patch : update for bug fixes
minor : update or add
major : update or add or remove

So, the statement "we don't update third party dependencies outside of
minor updates or major releases" isn't making sense to me at the
moment, because updating a third party dependency is an allowed
operation patch, minor, and major versions.
