using the <MetadataQueryProtocol> element

When using the new DynamicHTTPMetadataProvider, will either of the
following child elements work as expected:

<MetadataQueryProtocol>http://md.example.org/mdq</MetadataQueryProtocol>

or

<MetadataQueryProtocol>http://md.example.org/mdq/</MetadataQueryProtocol>

The only difference is the trailing slash.
