CAS views are not parsed by velocity

But it's worth noting that the embedded header has trailing spaces which some IDEs then strip causing issues downstream with checkstyle (which is dump about trailing space), there was discussion about a big bang change to fix that (since it needs to be done in lockstep with the embedded header or all our projects turn checkstyle yellow.

I thought there was a case for this but I cannot find it.
