CAS views are not parsed by velocity

A number of CAS views use #include tags for header and footer fragments.
Using that directive causes velocity to not parse the fragment, which
causes its entire content to be dumped on the page. Mostly just license
data at this point. #parse should be used instead.

 

Marvin, have you run into this? Seems specific to CAS only.
