Mock shib-extension-v3

Following along with your "developing attribute resolver extensions" doc[1], I mocked up an example shib-extension-v3 project[2] ala the v2 shib-extension-project-template[3]. It’s quite incomplete just containing a stub data connector, but it’s a start, maybe it’s useful.
