I'm not really sure what "closed" means (aside from intuiting that on a .mil network it means really damn closed), but it sounds like you're asking how to test without any of the things that self-evidentally are required to test.

If you don't want to run an IdP, then you're going to have to mock up something that is in all important ways an IdP to do anything interesting.
