Shib IDP/ECP and input error

FWIW, I updated the line in the simple testecp.sh script to include the
header and still got the same SOAP error.

This is how I changed it.
resp="`curl -k -s -H 'Content-Type: application/soap+xml; charset=utf-8'
-d \"$envelope\" -u \"${userid}\" \"${ecpurl}\" `"
