Publishing javadocs

Have we looked yet at how to include publishing javadocs in the release process?

Just because of the temporary situation with Jenkins, the nightlies aren't there yet so the wiki links to the API docs don't work right now, but we don't really want the links going there anyway.

I know we've published them sporadically in the past, but I had the impression it wasn't all that turnkey since they never seemed to be maintained.

I guess maybe we could just script something?
